“DJ정부, 서해교전 무시하고 방북협상 요청”

프리처드 소장의 회고록 ‘실패한 외교’.

 

《미국 내 대표적인 대북(對北) 포용론자인 잭 프리처드 한미경제연구소(KEI) 소장이 백악관과 국무부에서 직접 보고 들은 한반도 관련 비화를 ‘실패한 외교(Failed Diplomacy)’라는 책으로 펴냈다.

 

올해 5월 출간된 이 책은 ‘북한이 핵보유국이 된 비극적 이야기’라는 부제(副題)가 말해 주듯 조지 W 부시 미 행정부가 처음부터 적극적인 대북 협상에 나서지 않아 초래된 오늘의 상황을 신랄하게 지적하고 있다.

 

그는 빌 클린턴 행정부 시절 백악관에서 북한 문제를 다뤘지만 민주당원이 아니다. 또 부시 행정부 시절엔 국무부 대사직까지 지냈으나 네오콘(신보수주의자)과도 거리가 멀다. 그의 회고록 중 한국과 관련된 중요 부분을 살펴본다.》

 

▽한국 정부, “서해교전 무시해 달라”=2002년 6월 29일 서해교전이 발생한 직후 김대중 정부는 미국의 부시 행정부에 “(그 파장을) 무시하고(ignore), 7월 10일로 예정된 미국 협상단의 평양 방문을 예정대로 추진해 달라”고 요구했다고 프리처드 소장은 밝혔다. 그는 “독자들에게 2002년 당시 한미 관계가 얼마나 기괴했는지(bizarre) 이해시키는 데 필요하다”고 비화 공개 이유를 설명했다.

 

그의 증언은 북한 경비정이 서해상 북방한계선(NLL)을 불법으로 넘어와 무력도발을 하는 바람에 한국 해군 장병 6명이 전사하는 비극이 발생했음에도 김대중 정부가 북-미 관계 개선에만 주력했음을 보여 주는 것이다.

 

당시 부시 행정부는 제임스 켈리 국무부 동아시아태평양담당 차관보를 대표로 하는 협상단을 7월 10일 평양에 보내기로 북한과 합의한 상태였다. 이른바 ‘대담한 조치(Bold Approach)’로 불리는 북-미 관계 개선 방안을 논의하기 위한 것으로 언론 발표를 앞두고 있었다.

 

그러나 프리처드 소장은 미국이 방북을 연기하기로 결정하고 7월 1일 이를 평양에 통보했다고 밝혔다. 서해교전에 따른 한국 내 여론 악화 및 그해 여름 미국이 파악한 북한의 비밀 고농축우라늄(HEU) 프로그램에 대한 구체적인 정보 때문이었다.

                              

서해교전에도 불구하고 한일 월드컵 결승전 및 폐막식에 참석하기 위해 김대중 대통령은 일본을 방문했다. 프리처드 소장은 “예상대로 여론이 나빠졌다”며 “미국 정부의 방북 연기는 옳은 결정이었다”고 회고했다. 다만 당시로서는 미국이 한국과 북한의 HEU 정보를 공유하지 않은 상태였다고 덧붙였다.

 

▽강석주의 HEU 시인=그는 3개월 뒤인 10월 3일 켈리 차관보 등과 함께 미 군용기를 타고 평양을 방문했다. 그는 김계관 외무성 부상과 외교 실세인 강석주 제1부상을 만났다. 켈리 차관보는 3일 HEU 의혹을 제기했으나 4일 오전까지도 김 부상은 “미국의 조작”이라며 부인했다.

미국은 1995년부터 아프가니스탄, 보스니아, 코소보, 이라크, 예멘 등에서 벌어진 실전에 프레데터를 사용해 왔다. 미 중앙정보국(CIA)은 작년 9월 프레데터로 예멘에 은신해 있던 알 카에다 최고 지도자 안와르 알올라키를 사살한 것으로 알려졌다. 미국은 작년 리비아 내전 당시 프레데터를 투입해 도망가던 무아마르 카다피의 호송차량 80여대를 추적하는 데 성공하기도 했다.

군 소식통은 "우리 군이 개발에 나설 무인 공격기도 프레데터처럼 헬파이어로 무장할 것으로 안다"며 "유사시 적의 핵심 시설이나 요인을 파괴 또는 제거하는 게 가능할 것"이라고 밝혔다. 군은 무인 공격기와 함께 개발되는 군단급 무인 정찰기의 경우 정찰용과 통신 중계용, 전자전(電子戰)용 등으로 용도를 세분화해 개발에 착수할 것으로 알려졌다.
